Green licence plates in Hungary, 2026: who has to switch and what to do

Tens of thousands of Hungarian car owners have to replace their green licence plates by 30 November 2026, even though the law does not abolish the green plate itself, it only narrows who is entitled to it. According to the authority's figures, roughly 36,000 to 40,000 vehicles are still waiting for a new plate, and from 1 December only fully electric cars may drive with a green plate.

On the Voltie blog we regularly look at the questions that shape everyday life with an electric car. In this article we cover who is affected by the change, exactly what you need to do if it affects you, what the process costs, and what remains of the benefits that made the green plate valuable in the first place.

Who is entitled to a green plate today, and who is not?

Who is entitled to a green plate today, and who is not?

The turning point was 1 September 2024. From that day on, the green plate belongs only to vehicles that are genuinely zero-emission, and no longer to hybrids that partly run on a combustion engine. By environmental category it looks like this:

●      5E, fully electric passenger car: keeps the green plate, nothing to do.

●      5Z, zero-emission vehicle (for example hydrogen fuel cell): keeps the green plate.

●      5P, plug-in hybrid (a hybrid that can be charged from an external source): no longer eligible, the plate has to be replaced.

●      5N, range-extended hybrid (range extender): no longer eligible, the plate has to be replaced.

The rule is set out in Government Decree 221/2024. (VII. 31.), which amended Government Decree 326/2011. (XII. 28.) on road transport administration, alongside ÉKM Decree 22/2024. (VII. 31.). In practice this means two things: new 5P and 5N vehicles have not received green plates since 1 September 2024, and green plates issued earlier must be replaced with white ones by 30 November 2026. From 1 December the green plate is no longer valid for these vehicles.

It is worth clearing up a common misunderstanding: tax benefits are not tied to the colour of the plate but to the vehicle's environmental category. We covered this in detail in our article on electric cars and company car tax.

Why does the change affect plug-in hybrids?

Why does the change affect plug-in hybrids?

Why does the change affect plug-in hybrids?

The benefits tied to the green plate were originally meant to cut local emissions: free city-centre parking, access to restricted zones and tax exemptions rewarded vehicles that produce no exhaust in town. A plug-in hybrid only plays that role if it is actually charged regularly; if not, in daily use it is practically a heavier petrol car.

So the legislator tied the category to genuinely zero-emission operation. This also highlights what matters most for PHEV owners: whether a plug-in hybrid pays off depends on having somewhere to charge it at home. In our article comparing the cost of home and public charging we walked through this with numbers.

What to do now if your plug-in hybrid has a green plate

What to do now if your plug-in hybrid has a green plate

If your registration certificate shows category 5P (plug-in hybrid) or 5N (range-extended hybrid), there are six steps to go through. None of them is complicated, but as the deadline approaches, queues at the government offices will keep getting longer.

1. Check your category. Look up the environmental category in your registration certificate. If it says 5E (fully electric) or 5Z (zero-emission), you have nothing to do. If it says 5P (plug-in hybrid, i.e. a hybrid that can be charged from an external source) or 5N (range-extended hybrid), the change applies to you.

2. Decide which option to choose. There are two routes, and the difference is more than a few hundred forints:

● Recolouring, HUF 16,605: you keep your familiar letter and number combination, only the background colour of the plate changes. In return you have to visit the government office twice, because the plate has to be manufactured, and the wait can be up to two weeks.

● New registration number, HUF 17,475: you get a new combination in a single visit, with plates you can take away immediately. In return, the number has to be updated in every record.

3. Book an appointment. The process can be done at any government office; you can book an appointment on magyarorszag.hu. Do not leave it to the last weeks: queues at the end of November are guaranteed.

4. Prepare your documents. You will need your ID, the registration certificate, the removed green plates and proof of ownership. For a company or leased car, add the certificate of incorporation and a power of attorney. No technical inspection is required, and the process itself usually takes 15 to 30 minutes.

5. Update the change everywhere. This is the step most people underestimate, especially with a new number. Think of everywhere your plate number appears: compulsory and comprehensive insurance, leasing or fleet contracts, motorway vignette (updating it is free), parking apps, number-plate recognition barriers at work or at home, charging network accounts and company mileage logs.

6. Consider the consequences after the deadline. From 1 December the green plate is no longer a valid document for these vehicles. At a roadside check this can lead to a fine, and if it is neglected for a long time, the vehicle may even be taken off the road. The switch itself costs tens of thousands of forints and a morning; putting it off can cost a great deal more.

What is left of the benefits, and where is the real advantage?

What is left of the benefits, and where is the real advantage?

It is worth separating two questions: one is the colour of the plate, the other is what the benefits attached to the green plate are worth today.

● Taxes: the exemption depends on the environmental category. Fully electric cars remain exempt from vehicle tax and company car tax, while plug-in hybrids have been liable for company car tax since 2025. Changing the plate does not affect this in itself.

● Parking: this is where the benefits are shrinking fastest. In Budapest, following the city assembly's September 2026 decision, free parking for green-plate cars ends on 1 January 2027; instead they get a 50 per cent discount on parking fees until 1 July 2030. The double parking fee for cars heavier than two tonnes comes into force a year later, on 1 January 2028 (details in the Budapest parking regulation).

The lesson behind the numbers is that the advantage of driving electric is gradually returning to where it was always greatest: charging at home. A free parking space in the city centre can disappear with a council decision, but the price of energy you charge in your own garage on a night tariff or from surplus solar stays in your hands.

This is where a well-chosen wall charger makes a real difference. The Voltie charger charges at up to 22 kW on three phases, its dynamic load management keeps the main fuse from tripping, and its Green and Eco modes match charging to your solar system's surplus.
